Did the world emerge from the Kyoto summit with an agreement that will mark the start of an effective response to climate change caused by the build-up of greenhouse gases? Or was it merely a political fudge?
The verdict is given from leading scientists, politicians and environmental lobbyists. An after-conference gloom seems to be lifting. Some believe that the Kyoto agreement willl be the starting point for a period of effective action, others that of its own accord, business and industry will go for clean energy without the 'stick' of government.
